welcome palmse,

u can refer to the many DC available in kl and throughout malaysia for OW courses. varies with prices but it depends on the location and facilities they provide you with.

if you have totally no experience with diving its better you go for a course with pool session locally before u head to sea :)
diving is AWESOME!!!!

palmse,
if u are a swimmer and comfortable in the water, u can go straight to DC in Perhentian or Redang or Tenggol or Tioman and do ur Open Water there, but please take at least 5D4N to complete the course properly, 4D3N a little bit rushing & enjoying the island life.
or better still take 6D5N holidays........ B-)
