The most important criteria would be the instructor.... especially in Perhentian where DM and Instructors move around every season.

I agree with Ketam, the instructor is very important.
Find an instructor that emphasize on dive safety and follow the standards of teaching. Someone who's a little strict will be even better. :D
If you'll like to do the full course on the island, make sure you are comfortable in water as normally time will be a factor on island. You don't want to spend the whole trip trying to master the snorkle/regulator exchange exercise.

As for dive center, do find one which is properly equipped and works with a good diving organization.

Most important, find a place you can have FUN!  :D

blueorbit, you can ask your diver friends on their instructors.... there are also many instructors here in MUW who you can engage for your certification. Ketam not sure who the current instructor in Turtle Bay and have not had the chance to dive with them before thus would not be able to give much info on this. Maybe other MUWians can assist you on this.
