From a similar thread in Wetpixel forum: http://wetpixel.com/forums/index.php?showtopic=28365

Yes, shark finning is happening on Mabul island as resorts are being built non-stop on Mabul and Kapalai for the tourist dollar. In this time of economic crisis, we divers should vote with our money in protecting the sharks from areas that are deemed protected, yet not. Mabul/Kapalai are not part of any marine protected area, but there is a park fee for diving in Sipadan. This fee goes to Sabah Parks, presumably for the protection of Sipadan.

The finners come from a fishing village on the island of Mabul and not attached to the resorts in any way. However, the resorts hire their staff from the islanders, and we are contributing to the resorts. What is the point of paying RM40 to protect Sipadan if the outlying areas will be decimated? At 120 divers per 1/2 day (240 per day), RM9600 a day is being given to Sabah park for the maintenance of the rest area and toilets?

We fully understand that the fishermen are autonomous and deserve the right to make a living. However, when they are making a living on an unsustainable resource, in an area where we tourists pay money to go to see that same particular resource, then the authorities have to decide whether to attract tourism or accede to a short term gain by 5 fishermen.

If the resorts are not contributing to the local community, being via employment, schools or other benefits, then they are also limited in their outlook for the future of tourism in the Ligitan Island group. As diving tourists, why should we contribute to the decline of a beautiful area by supporting the resorts which do not protect their own resources?

In conclusion, we strongly urge the resorts to campaign Sabah Parks to prohibit shark finning in the Ligitan island group area. If the area is not protected, we will choose to dive in other areas of South East Asia where the marine life is protected with the money collected.

As divers please write to these resorts and relevant Malaysian Authorities to ask them to reconsider their position, lest we reconsider how we spend our money. It is also VERY important to keep your emails civilized and non-confrontational, as a calm protest will always garner more respect:

This is the article in Daily Express referring to the finning.
----------------------------------------------------------------

Kota Kinabalu: State Tourism, Culture and Environment Minister Datuk Masidi Manjun wants the Fisheries Department to investigate claims of shark and whale processing activities believed happening in Mabul island, off Semporna.

He also urged the District Officer of Semporna to look into the claims and take appropriate measures to safeguard the future of the tourism industry in the district. He has instructed his officers to convey the Ministry's stand and deep concern on these alleged controversial business activities in Mabul.

"Mabul is not under the jurisdiction of Sabah Parks (which is under Masidi's Ministry). However, since the island is a popular tourist destination especially as a transit point for diving in Sipadan (island), the alleged whaling and shark processing activities would in a way affect the tourism industry in the State.

"Nature lovers and the global conservation community are fast becoming very influential lobbyists whose action could hurt the State's tourism industry in the long run if they decide a boycott of Sabah to protest against activities perceived to be cruel to whales and sharks," he said.

Speaking at a gathering of Ministry staff, Friday, Masidi said:

"We need to be sensitive to the global views to protect our tourism industry if we want to continue attracting more foreign visitors to Sabah, especially from the high-end markets.

"A small mistake or even inaction could have a major repercussion on the industry."

On another note, he said there should be a coordination between the various government agencies in curbing illegal activities in the State's waters such as fish bombing, which was threatening the marine ecosystem through the destruction of coral reefs.

Meanwhile, the Minister reminded Ministry staff to improve their delivery system such as response time when dealing with customers.

"We are a service-oriented body É like a hotel that needs to constantly enhance its services in order to attract guests," he said.

Masidi also said that in the wake of the economic slowdown, the Ministry is embarking on cost-cutting measures, which includes car pooling for officers who are going for outstation assignments.

"Even though the officer may be entitled to use a government vehicle on such assignments, if there are four officers on the same assignment, for example, it makes sense to use one vehicle instead of going separately," he said.

Also present at the gathering were Assistant Ministers, Datuk Ellron Angin and Bolkiah Haji Ismail, Sabah Tourism Board Chairman Tengku Datuk Zainal Adlin, Sabah Cultural Board Chairman, Datuk Wilfred Madius Tangau, Deputy Permanent Secretary, William Baya and other heads of departments.

From the previous post:
"As diving tourists, why should we contribute to the decline of a beautiful area by supporting the resorts which do not protect their own resources?"

I have first hand experience that the dive centres and resorts on Mabul are campagning to stop shark finning on the island. Those in the dive industry are horrified by the finning practises, both as shark lovers and in view of the potential damage to their businesses that finning causes. However, the problem is that Shark finning is not illegal. Nor is fishing restricted, as Mabul is not even a protected marine park, as it should be. Dive resorts therefor have absolutly no authority to halt this practise, which is both heartbreaking and incredibly fustrating as this happens daily literally next door to the resorts.

If Shark finning is to stop it has to be made illegal, and Mabul has to be included inside a protected marine park. This can only happen via lobying and pettitioning of the relevent local authorities and the Malaysian government, with support from divers and tourists who love Mabul. For the government to intervene, there needs to be a financial incentive. Tourism is the only means which will supply this, tourists must demand that this practise be stopped.

If divers were to boycot Mabul and the Sipadan area, sadly all that would happen is that the government would deem that more money could be made from fishing and finning on Mabul than tourism, and so the Sharks loose out. Please help by petitioning Malaysian authorites.

Finally, resorts do hire staff from the local Malay village. In doing so they hope to provide alternative means of employment for locals who might otherwise be employed in the finning buisness.
